Bis Registration for electronic product

Bureau of Indian Standards (BIS)) is a national body that operates a product certification scheme to maintain the quality, safety, and reliability of products in India. A primary mission of BIS is the accurate, consistent, and timely evaluation and processing of licenses for proposed exports and re-exports of goods and technology from the United States.

BIS Certification is voluntary; however, the Government of India has made BIS certification mandatory for certain products taking into consideration public health. Overseas Manufacturers are required to have a local representative in India who will represent the manufacturer locally and will be responsible for placing the product in the market. The BIS certification is not a uniform standard or directive that applies to all products.

BIS Compulsory Registration Scheme (CRS) was initially presented by the Department of Electronics and Information Technology (DeitY) along with the Bureau of Indian Standards, in the year 2012. The scheme then covered 15 products in 2014. Under this strategy, manufacturers must obtain their products registered before launching them in the Indian grocery store..

It has been offering safe and authentic quality goods, minimizing health hazards to consumers, boosting exports and import substitute, control over the proliferation of varieties, etc., through standardization, certification, and testing. One of the interests of consumers as well as the industry, where BIS is involved is the Compulsory Registration Scheme.

The Compulsory Registration Scheme

Ministry of Electronics & Information Technology (MeitY) (erstwhile DeitY) has notified "Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order, 2012" on 03 October 2012 for fifteen categories of electronics items. Fifteen more product categories were added by MeitY under this order on 13 November 2014.

MeitY has also notified Indian Standard for ‘Indian Language Support for Mobile Phones' on 24 October 2016. Another thirteen product category was added by MeitY under this order on 23 August 2017.

Ministry of New and Renewal Energy (MNRE) has notified five products under Solar Photovoltaics, Systems, Devices, and Components Goods (Requirements for Compulsory Registration) Order, 2017 dated 05 September 2017.

As per the Orders, no person shall manufacture or store for sale, import, sell or distribute goods which do not conform to the Indian standard specified in the order and do not bear the Standard Mark with unique registration number obtained from BIS.

Who needs CRS?

Manufacturer (factory owner) of any product, which comes under the ambit of the Compulsory Registration Order (CRO) notified by the Ministry of Electronics and Information Technology (MeitY) or Ministry of New and Renewable Energy (MNRE).

Bureau of Indian Standards grants a license to the manufacturers to use or apply Standard Mark with the unique R - number, through registration based on self-declaration of conformity for goods and articles as per Indian Standards. The grant of license and its performance under the Compulsory Registration Scheme are carried away as per the compliance assessment scheme.

Laptop/Notebook/tablet, Plasma/LED/LCD TV (min 32"), Microwave oven, Printers/plotters, Scanners, Set-Top Box, Visual Display Units / Video Monitors (min. 32"), Electronic Games, Optical disk players, Wireless Keyboards, Telephone answering machine, Electronic musical system (min 200W), Mains Powered electronic clocks, Amplifiers (min 2000W), Automatic data processing machines, Power adapter for IT, Power adapter for AV, Self-ballasted LED lamps, LED Control gear, Mobile Phones, POS, Cash register, Copying machine, Smart Card readers, Mail processing machines, Passport readers, Power banks, UPS/Inverter (max. 5kVA) and Fixed LED Luminaires and Sealed secondary cell/batteries for portable devices.


Steps that will be in the whole process are...

  • A product test will be conducted by the officials from the BIS Accredited Lab as per the Required Standard.

  • An interview-like to meet (appointment) with AIR, Authorized Indian (Local) Representative for the Foreign Manufacturing Unit.

  • To fill the BIS application along with appropriate documents, along with application fee.

  • Must submit the BIS application through online or physically.

  • Follow up with the BIS as & when required for the Early Processing of the File.

  • Grant of BIS Certification.

  • Additional Model Inclusion as Per BIS Guidelines along with the Base Model.

  • Brand Registration of the Foreign Manufacturing Unit.

  • A Renewal of BIS Certificate after 2 years from the date received of the Grant letter should be done.
